Efficient Intelligence

Pei Wang, in his paper "On the Working Definition of Intelligence" at
http://www.cogsci.indiana.edu/farg/peiwang/papers.html#intelligence
defines intelligence as
``the ability for an information processing system to adapt to its environment with insufficient knowledge and resources.
This is different than many other definitions because it's not just about the system's capabilities but rather about how efficiently it utilizes its resources to achieve its capabilities.
One way to deal with this is to define general intelligence as efficiency-independent, and then define, roughly speaking,
Efficient intelligence = (general intelligence) / (resource utilization)
