The key motivating insight:
Prediction is the basis of intelligence.
In his book On Intelligence he describes the hierarchical structure of the neural cortex as a feed foward / feed back system of feature representation which has the primary purpose of performing prediction of temporal sequences. This reductive approach fails to explain how high level cognition is formed from these hierarchical memory structures, and as such the theory is incomplete and lends little to AGI.
