Procedural to Declarative Conversion

A Forward Synthesis process that takes in a set of Procedures and generates a set of Statements describing what the procedures do.
This is quite hard for humans -- for us, "know-how" does not easily translate into declaratively knowing how -- but will likely be much easier for properly architected AGI's.
