Short Term Importance

This is a number, associated with a Novamente Atom, that indicates how useful the Atom is expected to be in the near future.
It is used to allocate a kind of artificial currency called STICurrency to an Atom, and this currency is used in Economic Attention Allocation.
There are also MindAgent-specific short-term-importance values, denoting how useful a certain Atom is expected to be to some particular MindAgent.
